Foreword
Increased urban
development and requirements for strict control of the quality of
effluents discharged into streams, rivers, estuaries and coastal
water has led to the need to set up individual wastewater/effluent
treatment plant and common effluent treatment plants. The wastewater
treatment ranks high on the national listing of industrial occupatiolls
where on-the-job injuries are frequent. The wastewater treatment
plant operators are exposed to a variety of hazardous chemical agents
contained within the effluent and the reagents used in the water
processing or generated during the wastewater treatment which may
cause poisoning and a number of ailments in the operators. The operators
are also exposed to hazards related to work in confined spaces,
which include electric shocks, explosions, entanglement in moving
machinery, etc

location of the wastewater treatment plant, lighting requirements,
protection against natural calamities like floods, earthquakes, lightening,
possible accidental hazards, chemical hazards, biological hazards
and ergonomic, psychological and organization factors and the preventive
measures required.
For preparation of these guidelines, the following documents were
referred Users manual for the IPCS health and safety guides by World
Health Organisation, Geneva, 1996. Internationar Hazard Data Sheets
on occupation-wastewater treatment plant operator, by International
Labour Organisation. Health & Safety Executives, UK Occupational Safety
and Health Administration, USA
These guidelines have been brought out due to an unfortunate incident
(Case No. 227/6/2000- 200 I) dealing with the death of two workers
at NarodaCommo~ Effluent Treatment Plant, Gujarat. The National Human
Rights Commission (NHRC) observed the need of the guidelines to safeguard
the interests of the workmen engaged in ,the operation of effluent
treatment plant/common effluent treatment plants. The NHRC directed
the Central Pollution Control Board to prepare the following :
guidelines for health and safety of workers in wastewater treatment
facilities; and guidelines for proper operation and maintenance of
effluent treatment plants/ common effluent treatment plants.
I would like to place on record my appreciation for the efforts put
in by my colleagues Shri T . Venugopal, Addl. Director, Shri R.N.
Jindal, Sr Env. Engineer and Shri Ajay Raghava, Astt. Env. Engineer
in collecting and collating relevant information for bringing out
this document within a short time. I am also thankful to Shri K.P.

by them. We look forward to feedback from all concerned for periodic
updating of the guidelines and for making tpem more user friendly.
