Rationale in Evolution of Standards for Industrial Effluents and Emissions

                                                Foreword
Setting up of standards for effluents and emissions is an important pre- requisite for prevention and control of pollution. In accordance with its mandate for formulation of a nation-wide programme and coordination of activities of its counterparts at the State/UT level, the Central Pollution Control Board (CPCB) has been engaged in evolving standards for industrial emissions and effluents. This task is undertaken in collaboration with the State Pollution Control Boards, Industry Associations, Research & Development Laboratories and Consultancy firms. In the last two decades, CPCB has prepared a series of comprehensive industry documents (COINDS) and through rigorous consultations, Minimal National Standards have heen laid down for various categories of industry .

This document provides the paradigm and work involved in the evolution of industrial effluent and emission standards. It also highlights various aspects which, if attended to, will result in containment of pollution at the source of generation and also in compliance of the standards in a techno-economiCally feasible manner

I take this opportunity to express my gratitude to Prof. Nilay Chaudhuri, the first Chairman of the Central Pollution Control Board, who was instrumental in designing the concept of Mi.'1imal National Standards (MINAS). I am grateftll to Prof. G. D. Aggarwal, fomer Member Secretary, CPCB, who was responsible for extending the concept of MINAS for evolving the emission standards. I also tllank my colleague Dr. D. D. Basu who has put in painstaking effort in preparation of this document with the guidance of Dr. S. P. Chakrabarti and counselling of Dr. B. Sengupta and Shri N. K. Verma.

I hope, the document will serve as a useful reference to clarify the queries in regard to the rationale and the groundwork which preceed before prescribin!~ the pollution related standards.
