| Foreword
This report compiles the organizational strength as it was
on August, 1977 and describes the activities carried out by the State Water Pollution
Control Boards including those of the Central Board for the Prevention and Control
of Water Pollution during the period between September, 1974 through August, 1977.
The report is prepared by compiling the information matrix provided by
each of the State Boards filling up the format circulated by the Central Board.
For ready reference the information matrices are included in the Appendix. Based
on these information matrices a narration is provided highlighting the success,
difficulties, gaps, obligations and future line of action
The
report is intended to assess the relative image of each of the State Boards as
seen through the national mirror. It should also help to cut across the administrative
barrier of the State level machinery in establishing the facts regarding the deficiencies,
gaps, achievements of the respective State Board against the backdrop of national
