Foreword
The
Central and State Pollution Control Boards are constituted under
the Water (Prevention & Control of Pollution) Act, 1974. The Boards
under the Act are empowered to lay down and enforce stream and effluent
standards to meet the objective of maintaining and restoring the
(wholesomeness of water. The present emphasis is on source control
of industrial wastewater discharges. The Boards have adopted Minimal
National Standards (MINAS) for each type of industries. The Central
Pollution Control Boardin colla- boration with State Boards has
initiated a nation-wide action oriented pro- gramme in respect of
Chlor-Alkali, Man-made Fibre, Oil Refinery, Sugar and Distillery
Lndustries to implement MINAS.Under the programme a detailed investigation
of M/s Harihar Polyfibr,es, 'Karnataka was undertaken. The investigation
was conducted and the report prepared by Dr. lnamul Haq, Scientist,
Central Board under the constant guidance of Dr. K.R. Ranganathan,
Member Secretary. This report highlights- the performance and achievability
of the existing zinc treatment system in the in1ustry. The sources
of various discharges and quantum of zinc emanating from different
process units are identified and steps to minimize loss of zinc
suggested.
