Foreword

This is the second compilation on the organisational strength as it was on august, 1981 and describe the activities carried out by the State Water Pollution Central Board for the Prevention and Control of Water Pollution during the period between September, 1977 through August, 1981. The first compilation having the same title as the second one covers the period between September, 1974 through August, 1977. Thus, the first compilation covers a period of 3-.yea.rs and the second covers a 4-year period. The third compilation should appropriately cover a 5-year period starting September, 1981 to August, 1986 and subsequent compilation should cover a 5-year period.

The report is prepared by processing a properly evolved questionnaire by the Central Board and filled up by the State Boards. The cooperation of all State Boards is gratefully acknowledged. For ready reference the information matrices as filled up by the State Boards are1ncluded in the Appendix. The report in the process of analysing the supplied information provides a narratioA highlighting the success, difficulties, gaps, obligations and some guidelines for the future. The report emphasizes the need for the full-time attention of Chairman in each of the State Boards. Inordinate delay in reimbursing cess money from the Centre to the State and then to the State Board is already acting as disincentive to the State Boards. This report established that cause.

The concerted, effort of all the staff belonging to Administration, Accounts, Law; Engineering, and Scientific divisions has produced an excellent questionnaire which is brief, exact and yet exhaustive. This questionnaire. was used for extracting information and as, given in Appendix. I am proud of this cooperative pr~duct of Central Board's secretariate. Compilation of information matrices as provided by the State Boards was made by Shri Deb.datta Basu, Junior Scientific Assistant, scrutinized by Miss l.}sha Madan, Assistant StatisticalOfficer, narration provided and edited by Dr. S.P. Chakrabarti, Environmental Engineer. The reorganised typing of information matrices was conducted jointly by Shri K.V" Swaminathan Personal Assistant to the Chairman and Shri Bidhi Chand, Lower Division Clerk to the Chairman.

The Central Board should again update the information covering the next 5-year period between September, 1981 and August, 1986.
