System and Procedure for Compliance to Regulations for Petrol and Kerosene Run Generator Sets Upto 19 KW

                                                Foreword

The increasing gap between the demand and the supply in power due to increasing urbanisation and industrialisation, has resulted in proliferation of captive generator sets, run with either diesel, petrol or kerosene, as an alternate source of power. This is happening, particularly, in urban areas where the need is greater. This indiscriminate proliferation has resulted in associated pollution problems due to emission of gaseous pollutants and noise from the generator sets. Looking at the seriousness of the problem, CPCB started work on characterisation of emissions from petrol/kerosene generator sets, in 1997, leading to notification of emission standards for new generator sets (up to 19 kW) run on petrol and kerosene, vide G.S.R. no.682 (E), dated sth October, 1999, under Environment (Protection) Act, 1986. This notification necessitated the development of compliance and testing procedure, also, for proper implementation of these standards.

The document was prepared by an Expert Committee under the guidance of Dr. H.B.Mathur, Emeritus Professor, Delhi College of Engineering and Dr. B.P.Pundir, Professor, Indian Institute of Technology, Kanpur. Efforts put in by Dr. Mathew Abraham from Indian Institute of Petroleum, Dehradun and Shri Girish Marathe from Honda Siel Power Products Ltd, is gratefully acknowledged.

The project for development of emission standards for petrol and kerosene genset and the compliance procedure was co-ordinated by Shri G.K.Mendiratta and Shri Lalit Kapur under the guidance of Dr. B. Sengupta, Member Secretary.

This document will help the certification agencies, manufacturers of petrol/kerosene generator sets and regulatory agencies in adopting a uniform procedure for testing and compliance of emission regulation for petrol/kerosene generator sets.
