VEHICULAR POLLUTION CONTROL

The major initiatives taken during the year including the following:

  • Lead in gasoline has been phased out from 1st January, 1999 in the NCR Delhi;
  • Low smoke 2-T oil for 2/3 wheelers has been notified under the Environment (Protection) Act, which became effective from 1st April 1999 throughout the country;
  • Euro I norms or India 2000 norms for private - non commercial four-wheeler vehicles advanced in NCR Delhi, Calcutta and Mumbai to 1.6.1999, 1. 11.1999 and 1.1.2000 respectively;
  • Euro II norms has been introduced in Delhi and Mumbai from 1.4.2000 and 1.1.2001 respectively. Final notification issued under CMVR on 31st Dec. 1999;
  • Emission norms for CNG fitted vehicles has been notified during August 1999;
  • One independent fuel testing laboratory has been established in NOIDA;
  • Draft notification on low sulphur diesel with maximum 0.05% sulphur from 1.4.2000 in NCR has been issued during October 1999 under CMVR;
  • Notification issued under EPA on 1.4.1999 for automobile manufacturers to conspicuously specify in their sale promotion advertisements about complying of India 2000 norms;

 The major achievements are as below:

  • Ambient air quality in Delhi has been improved as compared to 1998. Lead has been reduced to about 50% and carbon monoxide has been reduced to 22% as compared to 1998. Other parameters like SPM, NO2 and SO2 depicted reducing trend at industrial area and traffic intersections.
  • Benzene in petrol has been reduced to 3% in Delhi during 1999.
