PREFACE

The Central Pollution Control Board was established in 1974 as an apex organization for pollution control activities in the country and we are committed to achieve these goals. In its role as a technical advisory body and a regulatory agency, the Central Pollution Control Board (CPCB) contributed towards Preventive, Promotional and Mitigative (PPM) measures for pollution control.

The protection of environment is an amalgamation of various areas of science, engineering and technology. Based on monitoring in different parts of the country, we are continuously gathering and disseminating scientific and technical information and status and trends in environmental quality. For capacity building of nationwide Pollution Control Boards, training programmes are regularly organised and support is provided for strengthening laboratories and infrastructural facilities. To catalyse partnerships among the stakeholders, we are continuously interacting with the student communities, NGOs, industry and civic authorities.

Over the years we have strengthened ourselves in R&D efforts. During year 2003, an important exercise was undertaken for formulating Charter on Corporate Responsibility for Environmental Protection (CREP) with regard to highly polluting 17 categories of industry. The Charter has provided a road map to the industries for voluntary commitment to reduce effluents and emissions through progressive upgradation of technologies, solid, liquid and gaseous waste management systems and in-plant practices. Besides the above, in 2003 we also continued to strengthened our air and water quality monitoring programme by addition of toxic pollutants monitoring, started ground water quality monitoring with special reference to pesticides and heavy metals etc.
