Inventorisation of Hazardous Waste Generating Units in Orissa

                                               Foreword

The Hazardous Wastes (Management & Handling ) Rules, 1989, notified under the Environement (Protection) Act, 1986, were amended by the Ministry of Environment & Forests, Government of India, in January 2002 to harmonise with the international regulations. The amendments also reflected commitment to the Basel Convention on Control of Transboundry Movement of Hazardous Wastes. Among other things, hazardous wastes covered under the rules were redefined so as to include waste streams arising out of various manufacturing processes and on the basis of hazard characteristics.

The Change in the definition in 2002 necessitated re0inventorisation of the hazardous wastes generated for formulated action plans to put in place environemntall sound management practices for hazardous wastes and their regulations.

 

As a first step, Orissa State Pollution Control Board. This included complete study of hazardous wastes generating industries in the State of Orissa in terms of the assessment of hazardous wastes generated in different categories. The study wsould be useful in planning and deciding option for treatment and disposal of hazardous wastes.The efforts put in by Late Dr. B.K. Das, Ex-Member Secretary, Dr. M. Patra, Senoir Environmental Scientist, Dr. D.K. Behra, Environmental Scientist and Dr. B.K. Behra, Assistant Environmental Engineer of Orissa Board in preparation of this report are appreciated. From Central Board, Dr. D.B. Boralkar, Assistant Secretary & Senior Scientist and Dr. Inamul Haq, Senior Scientist, provided necessary coordination and did the appraisal of the report under the overall supervision of Dr. B. Sengupta, Member Secretary.

Dr. B.K. Das, Ex-Member Secretary of Orissa Board is no more with us. I would dedicate this report to late Dr. B.K. Das as a token of our appreciation for this contribution and long service in the filed of prevention and control of pollution in Orissa. I Hope, this report will be usefull to all concerned with management of hazardous wastes.
