for Setting up of Operating Facility: Hazardous Waste Management

Foreword
The Hazardous
Wastes (Management & Handling) Rul~s, 1989 under the Environment (Protection)
Act, 1986 provide for permission to an occupier/generator of waste
to transport the hazardous wastes to an operator for further sate
treatment and disposal.
Availability of reliable" operating facility" is an important requirement
for effective management of hazardous wastes. The operator can be
a government agency, an industry Association, a joint venture or a
private sector company. We have an experience of common effluent treatment
plants where government, nodal agency, industry Associations/companies
participated.
Hazardous waste treatment is a costly affair and needs continuity
to run the treatment unit. The facility demands specialised supervision
and

instrumentation.
Hazardous wastes can hardly be reliably disposed by a loose confederation
and a dedicated operating agency only can offer a solution. The industry
and regulatory authorities should, therefore, groom such operating
agencies. To this end, it will be useful to have some guidelines for
setting up of operating facility for hazardous waste management.
The present document provides a few practical tips given in a capsule
form along with a few check points to the aid of State Pollution Control
Boards, future operating agencies and member industries.
