of existing status of solid waste management (SWM) is a pre-requisite to formulation
of action plan. Based on waste generation and after ascertaining its composition,
management strategies could be designed. Many local bodies have not taken up in-depth
exercises to report reliable information on waste generation and composition.
It is mandatory for municipal authorities to take action to comply with Municipal
Solid Wastes (Management and Handling) Rules, 2000. Ministry of Environment and
Forests (MoEF) and Supreme Court have directed 35 metro cities and 24 State capitals
to formulate action plans for management of municipal solid waste (MSW).
Central
Pollution Control Board (CPCB) in association with National Environmental Engineering
Research Institute (NEERI), Nagpur has carried out detailed field studies in 59
cities which includes 35 metro cities and 24 State capitals. The present report
highlights status of existing SWM system in cities, including data on quantity,
composition and characteristics of waste as well as status of compliance with
MSW rules. Based on studies, an attempt has been made to suggest indicative action
plan incorporating possible strategies and guidelines for solid waste management.
For the benefit of local bodies in particular, efforts are made to indicate some
basis for estimating/calculating requirement of tools and equipment and a way
in which each local body can prepare Detailed Project Report (DPR). However, it
is to mention that suggested methods for calculating tools/equipment and other
cost details are only indicative. Each local body either by itself or through
a Consulting Institution should assess the requirements considering local conditions
and prevailing market prices/rates. |
