Minimal National Standards Straight Phosphatic Fertiliser Industry

                                                Foreword
The Minimal National Standards (i\iIINAS) for a particular industry are the effluent standards achievable by the industry by installing pollution control measures which are within the techno-economic capability of th~ inqustry. lJepending on the seriousness of the pollution and techno- economic assessment of the requisite pollution control measures the MINAS may be attained in one stroke or in phases. The evolution of MINAS thus remain independent of the characteristics of the recipient environment. The concerted understanding between the Central and State Boards for Pollution Control is no relaxation to MINAS as because the same is techno-economically attainable by the industry. On the contrary, at situations where the recipient environment demands stricter quality of the effluent of the industry, the State Boards are required to prescribe standards stricter than MINAS.

The present treatise, belongs to series -Comprehensive Industry Docu- ment Series: COINDS, contains the salient highlights pertaining to straight phosphatic fertilizer manufacturing units discussed in the main document prepared in respect of FERTILIZER INDUSTRY. Considerable information was collected from the industrial units directly and through State Pollution Control Boards and their cooperation in the endeavour of'the Central Board is gratefully acknowledged

The Comprehensive Industry Document on Fertilizer Industry was preparec by Shri G.S. Ray, WHO Consultant to the Central Board, based on thE indepth studies of the units conducted by the Central Board.

Shri N.K. Verma, Environmental Engineer and Dr. K.R. Ranganathan, Senior Environmental Engineer, Central Board, coCIrdinated the activities in preparing this document and prepared this summary document from the main document. Shri P. Barua and Shri Anil Kumar Muradha rendered typing assistance. Smt. Bonya Basu prepared the drawings.

This document should be useful to the industry, the regulatory agencies, the consultants and to all interested in pollution control.
