13.1    ANNUAL ACTION PLAN 2003-2004

The Ministry of Environment and Forests (MoEF) has sanctioned an outlay of Rs. 22.0 Crores for Plan expenditure during financial year 2003-2004. The annual plan for 2003-04 includes several initiatives covering mandates given to CPCB under the Water, Air, Cess and Environment (Protection) Acts. During 2002-03, CPCB could strengthen monitoring and environmental surveillance programme. Programmes taken up at national level were executed in co-ordination with State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs).

13.2    FEATURES OF THE ANNUAL PLAN

In the Annual Plan of 2003-2004, the programmes/schemes are taken up to address the issues relating to Acts/ Rules which are in-force relating to prevention and control of pollution. The schemes include;

Continuation on water and air quality monitoring and review of existing status;

• Enhancing capabilities of laboratories to undertake analysis of critical pollutants;
• Co-ordination with the laboratories of SPCBs/PCCs and their strengthening;
• Execution of spatial Environmental Planning programmes which includes; preparation of zoning atlases for siting of industries based on environmental consideration, industrial estate planning, and environmental planning for protection of ecologically sensitive areas.
• Environmental management including demonstrative schemes for improving environmental quality in cities/ town under Eco-city programme;
• Implementation of recommendations of Charter on Corporate Responsibility for Environmental Protection (CREP);
• Review of existing source specific standards and evolving standards in respect of new categories on industry;
• Strengthening of environment surveillance programme particularly in respect of 17 categories of polluting industries, industries discharging waste water in to rivers/ lakes and action plan for restoration of environmental quality in problem areas;
• Implementation of Rules relating to the management of biomedical, municipal solid and plastic wastes;
• Laying emphasis on prevention and control of pollution from small scale industries and units like brick kilns, etc.
• Evolving sector specific programme for hazardous wastes management and assessing the performance of facilities set up for waste management.
• Organising various programmes relating to mass awareness and training to various groups will be the continued activity.
