ENVIRONMENTAL TRAINING

Training is an important component for Human Resource Development of any Organisation/Institutes. In the area of Environmental Pollution Control, which is an interdisciplinary subject, imparting training is an imperative activity. Environmental awareness among the public and educating current knowledge to the officers working in the Pollution Control Boards are essential steps to have a sound environmental management in the country. Hence the Water (Prevention and Control of Pollution) Act, 1974 and the Air ((Prevention and Control of Pollution), Act, 1981 are also emphasizing that imparting training is one of the major functions of the Central Pollution Control Board. Training in various aspects of prevention, abatement and control of pollution to the identified target groups is important. The target groups include officials dealing with planning, funding and implementation of programmes for prevention and control of pollution in the Central and State Governments, the Central and State Pollution Control Boards, the local bodies, operators of industrial and municipal wastewater treatment plants and NGO’s engaged in management of pollution control programmes.

8.1 TRAINING NEED

Pollution control is an inter-disciplinary subject. Graduates, post-graduates in the fields of chemical/civil engineering and pure and applied sciences, do not have any formal training in the field of prevention, abatement and control of pollution. When appointed in Pollution Control Boards, they face a gigantic task before them. Therefore, it is necessary to have them trained and oriented for discharging their responsibilities smoothly and efficiently in areas, such as consent management, and implementation of effluent and emission standards. In addition, there is a need to improve the capabilities of persons already working with Pollution Control Boards. It is necessary that uniform methods of analysis of pollutants and consent granting are adopted and ensured through training for proper and effective implementation of the provisions of the Acts. To summarize, training is needed in the following fields:

- Operation and maintenance of wastewater treatment plants and air pollution control devices;

8.2 CENTRAL POLLUTION CONTROL BOARD SPONSORED / ORGANISED TRAINING PROGRAMMES /       WORKSHOPS / SEMINAR / CONFERENCES DURING 2001-2002

8.2.1 National Level Training and Workshops

    1. Training on ‘Options for Control Technologies of Total Dissolved Solids (TDS) in Industrial Effluents’ was organized for 15 officials of Central and State Pollution Control Boards during July 16-20, 2001 at EPTRI, Hyderabad.
    2. Training programme on ‘Sampling, Analysis and Characterization of Hazardous Waste for the officials of Central and State Pollution Control Boards/Committees was organized during August 27-31, 2001 at EPTRI, Hyderabad. Eighteen officials participated in the programme.
    3. CPCB, MoEF, USEPA, USAEP and the World Bank jointly organized a workshop on ‘Air Quality Management’ during September 12-13, 2001 and about 40 officials participated.
    4. Workshop on ‘Studies on Environmental Impact assessment due to Municipal Solid Wastes Landfill Sites" was organized on October 11, 2001 for about 80 officials from Central and State Pollution Control Boards and Municipalities.
    5. Three days training programme for Non-Government Organizations (NGOs) was organized in Kanpur Zonal Office during November 07-09, 2001 and about 16 representatives of NGOs participated.
    6. Under the NABL scheme, training programme "Preparation of Glassware for Sampling and Analysis was organized on January 30, 2002 for the Laboratory Attendants of Central Pollution Control Board. Fifteen officials participated.
    7. Training on "Environmental Management Strategies and Pollution Control in Pesticides Manufacturing Industries" was organized during February 25- March 1, 2002 in Vadodara. Twenty officials participated in the programme.
    8. Two days work shop on ‘Development/Review of Emission and Effluent Standards for Oil Refineries’ under the World Bank funded EMCBTA project, Sub component: Development of Standards’ was organized during February 27-28, 2002. About 46 officials of Central and State Pollution Control Boards have participated.
    9. One-day interaction cum workshop on ‘Good Laboratory Practices’ was organized on 23rd March 2002 by Kanpur Zonal Office and in which 25 persons participated.
    10. Under Comprehensive Human Resource Development Programme in Spatial Environmental Networking Programme a Portal training (Portal technology & Web Managers) was organized during 26-28 March 2002 at the Nodal Training Institute, Delhi for 20 persons from Nodal Training Institutes.
    11. World Health Organization (WHO) funded workshop on "Bio-medical Waste Management’ was conducted at Calcutta for the State Pollution Control Board officials from Northern and North-East Pollution Control Boards. About 40 officials have participated in the programme.
    12. World Health Organization (WHO) funded workshop on "Biomedical Wastes Management’ was conducted jointly with Kerala State Pollution Control Board at Cochin for the State Pollution Control Board officials from rest of the State Pollution Control Boards/Committee. About 40 officials have participated in the programme.
    13. International Conference and Exposition on Sustainable Development of alternate energy driven vehicle programme was organised by Society of Indian Automobile Manufacturers (SIAM) and Central Pollution Control Board during 17-18 April 2001.                                                                              

8.2.2 Training Abroad

1. Under Comprehensive Human Resource Development Programme in Spatial Environmental Networking Programme the following programmes have been conducted abroad:

    1. Training on "Environmental Management Strategies and Pollution Control in Pesticides Manufacturing Industries" was organized during November 11-24, 2001 in Germany and Switzerland. Five officials from MoEF, CPCB and State Pollution Control Boards participated in the programme.
    2. Under Indo-German bilateral project a training programme on "Inventorization & Manifest System for Management of Hazardous Waste in Germany" was organized during December 10-21, 2002 in Germany. Seventeen officials of MoEF, Central and State Pollution Control Boards/Committees attended the programme.

    1. CENTRAL POLLUTION CONTROL BOARD CO-SPONSORED TRAINING PROGRAMMES / WORKSHOPS / SEMINAR/ CONFERENCES DURING 2001-2002

    1. A symposium on ‘Fine Dust Management in Metropolis’ held on September 22, 2001 at India international Centre, New Delhi and organised by ‘Indian Association for Air Pollution Control, Delhi Chapter’ was co-sponsored.
    2. CPCB co-sponsored the Young Scientists National Workshop on "Water Quality Assessment, Biomonitoring and Zooplankton Diversity" held at North-Eastern Hill University during Nov.15-Dec. 6, 2001.
    3. An international conference on ‘Emerging Trends in Brick Industries’ organized by `Punjab State Council for Science & Technology’ was co-sponsored by CPCB.
    4. National symposium on ‘An Integrated Approach to Pollution Control and Prevention of Environment’ held at Shillong during March 8-9, 2002 was co-sponsored by CPCB.
    5. One day workshop on ‘Managing Delhi’s Garbage : New Legislation & Future Action’ organized by SHRISHTI was co-sponsored by CPCB.
    6. A workshop on ‘Solid Waste Disposal and Management Techniques’ organized by Marathwada Institute of Technology, Aurangabad was co-sponsored by CPCB.

8.4 CENTRAL POLLUTION CONTROL BOARD OFFICIALS ATTENDED TRAINING / WORKSHOP / SEMINAR / CONFERENCES DURING 2000-01

Central pollution Control Board has nominated more than 90 officials for attending various trainings, workshops, conferences, seminars etc, during the year 2001-2002. Both scientific/technical and administration/finance/law related subjects were covered and officials from all divisions have attended the programmes to improve the quality of work and for further knowledge in relevant subject areas. List of officials attended the national and international programmes are presented in the Annexure V A and V B, respectively.
