IV COMMITTEES
CONSTITUTED BY THE BOARD AND THEIR ACTIVITIES
4.1 NATIONAL
TASK FORCE ON ALUMINIUM INDUSTRY
A National Task
Force was constituted on November 2, 2001 for review of standards and improvement
of Environment Management in Aluminium Industry. The first meeting of the Task
Force was held in December 2001, followed by visits to NALCO, Angul and INDAL,
Hirakud. The terms of reference of the National Task Force are as follow:
- To
assess the implementation of notified standards, and environmental management
in aluminum industry in the country;
- To
prepare the guidelines, review the standards, and decide the technologies studies
to be carried out, etc. for better environmental management in the industry;
- To
take up implementation of standards and guidelines with the industry and concerned
agencies; and,
- To
discuss and share information on environmental issues among the industries.
4.2 NATIONAL
TASK FORCE ON CEMENT PLANTS
The
Board constituted a National Task Force (NTF) for the implementation of environmental
standards in cement plants under the chairmanship of Shri Paritosh C. Tyagi, Ex-Chairman,
CPCB. NTF comprises members from Cement Manufacturer's Association, organisation
related to cement technology, air pollution control equipment manufacturers, State
Pollution Control Boards and other concerned organisations. The objectives of
the National Task Force are as follow:
- To
assess the progress made in the implementation of Emission Standards in cement
industries;
- To take
up implementation of Environmental Standards with the industries and concerned
agencies;
- To discuss
& share information on environment management and energy conservation amongst
the industries;
- To
motivate the industries for utilization of flyash; and,
- To
advise the industries to control the fugitive emissions.
4.3 COMMITTEES
WHERE CPCB IS ACTIVELY PARTICIPATING
- Expert Committee to formulate a long term policy/strategy
to deal with Indian Asbestos Industrial Sector and use is constituted by the Ministry
of Environment & Forests;
- Committee to
examine applications seeking custom duty exemption for kits to be implemented
for conversion of petrol/diesel driven vehicles into CNG/Propane driven vehicles
in the country, was constituted by MoEF;
- Environmental
Pollution Control Authority for National Capital Region Delhi, constituted by
the Ministry of Environment & Forests;
- Inter-ministerial
Task Force to evolve a long term policy and road map to be followed in vehicular
emission standards and auto-fuel quality constituted by Ministry of Petroleum
and Natural Gas;
- Committee of Experts on reformulated
and oxygenated gasoline in Kolkata and Mumbai constituted by Ministry of Petroleum
and Natural Gas;
- Society for Independent Fuel
Testing Laboratory constituted by Ministry of Petroleum and Natural Gas;
- Working
Group on Adulteration of Petroleum Products constituted by Bureau of Indian Standards;
and,
- Expert Committee on Auto Fuel Policy constituted
by Ministry of Petroleum and Natural Gas in September 2001 and Sub Groups constituted
by the Expert Committee:
- Sub-group on Air Quality
and Vehicular Emission norms;
- Sub-group
on Auto Fuel Quality;
- Sub-group
on Costs of Public Health Deterioration due to air/vehicular pollution;
- Sub-group
on Automobile Exhaust on Ambient Air Quality;
- Sub-group
on Inspection Maintenance Programmes, Emission Warranty, Fuel Economy Standards
and other measures;
- Sub-group
on Next Stage Emission Norms for 2- and 3-wheelers; and,
- Sub-group
on Institutional Mechanism for addressing issues of auto emissions and fuel quality.
4.4 RESEARCH
ADVISORY COMMITTEE OF CENTRAL POLLUTION CONTROL BOARD
The
Central Pollution Control Board (CPCB) undertakes R&D activities covering
different areas related to prevention and control of pollution.
A
Research Advisory Committee has been constituted for guiding and reviewing the
research activities of the organization.
