ENVIRONMENTAL TRAINING


8.1 HUMAN RESOURCE DEVELOPMENT PROGRAMME – ENVIRONMENT TRAINING UNIT ACTIVITIES

Considering the success of HRDP SEP-net and legal obligation of CPCB under Air and Water Act an "Environmental Training Unit" (ETU) has been established by CPCB to expand the training activities to all functional areas of the CPCB and SPCBs. After the expansion of HRDP SEP-net was renamed to Environmental Training Network – ET-net and a new logo was also adopted. ETU starts facilitating coordination and follow up work for nominations in all inland and overseas training programmes of CPCB and MoEF.

During first year of it’s establishment Environment Training Unit organized training programmes in following Training Fields. Total 20 training programmes were conducted by ETU during financial year 2004-05.

Other Activities

  • MoUs with NTIs NPC, EPTRI, DMI extended till 2007 for conducting training programmes.

  • Expansion of Environment Training Network (ET-net): Two more training institutes i.e. IIT Kharagpur and IIT Bombay have been formally approved as Nodal Training Institutes.

  • The Training Needs Assessment for 4 fields (Environmental Planning and Management, Environmental Monitoring and Assessment, Environmental Laboratory Analysis, Hazardous Substances / Solid waste Management) was completed in association with InWEnt, Germany.

  • The work on preparation a Training Strategy & Concept Paper for development of new HRD Programme HRDP ET-net was completed by ETU with support of InWEnt. A planning workshop on HRDP of CPCB held during Dec’ 07-08, 2005 at Delhi contributed significantly to the improvement of the contents and structure of this Concept.

  • Standardisation and publication of HRDP training material available with CPCB was taken up for 12 courses with support of InWEnt, Germany, of which 3 were brought out. The material is ready for final revision and printing under CPCB Publication Series "Environmental Training Series" as "Proceedings: Training for Environment". 9 more reports are likely to be brought out by September 30, 2005.

  • Quality Assessment & Control – All courses of 2004-05 were evaluated for training quality assessment and control which includes quality assessment of training course proposals, monitoring of overseas training programmes & results, evaluation by participants & trainers etc.;

  • HRDP Training Database Management- The information participants, trainers, course tittles, dates, contents etc. were made digital. A training query system under development;

  • Websites Management - The HRDP and CPCB websites were utilised for promoting training programmes;

  • Draft version 2 of Interactive CD on "Ecocities" was brought out using the training material from 3 week Coaching Course on Ecocities sponsored by InWEnt;

  • Network for coordination among CPCB, SPCBs and training institutes is operational and formalized for nominations and sharing of other training related information with each other. Training coordinators in SPCBs and Training Institutes identified;

8.2 TRAINING PROGRAME ON BENMAP (THE ENVIRONMENTAL BENEFITS MAPPING AND ANALYSIS PROGRAM) BY USEPA

A training program on BenMAP (The Environmental Benefits Mapping and Analysis Program) was conducted by United States Environmental Protection Agency (USEPA) as per Memorandum of Understanding between USEPA and Ministry of Environment & Forests. The training program was organized by CPCB from 29th Nov. to 2nd Dec. 2004. BenMAP (Environmental Benefits Analysis and Mapping Program) is a software program developed by the United States Environmental Protection Agency to conduct benefits analyses in support of air quality planning. Benefits analysis in this context is a multi-step process involving mapping of air quality changes for populations, translation of those air quality changes into quantified reductions in the incidence of both mortality and morbidity, and application of valuation functions to translate those reductions in health impacts into monetized benefits estimates. Monetized benefits can then be compared against societal costs in designing and evaluating regulatory strategies and identifying optimal emissions control strategies. To conduct a benefit analysis, BenMAP combines air quality data, demographic data (population counts and disease incidence/ prevalence rates) and damage functions derived from epidemiological studies to estimate changes in mortality and morbidity incidence. These reductions in health effects can then be monetized using valuation functions based on cost-of-illness, contingent valuation, or other economic studies. BenMAP has been designed to provide the user with a high degree of flexibility in applying the model in different contexts ranging from local (urban-scale) applications to regional- and national-scale applications. The model can also accommodate user-specific damage and valuation functions, as well as demographic data in a variety of formats. The participants included were from various State Pollution Control Boards, representative from Hospitals, research institutions involved in carrying out Epidemiological studies.

8.3 MEETING OF EXPERTS TO STRENGTHEN ENVIRONMENT MANAGEMENT INFRASTRUCTURE IN SAARC COUNTRIES

The Central Pollution Control Board in association with Ministry of Environment & Forests, Govt. of India has organized `Meeting of Experts to Strengthen Environment Management Infrastructure in SAARC Countries’ at Hotel Ashok, Chanakyapuri, New Delhi on 14th & 15th October, 2004. The meeting has been inaugurated by Dr. Prodipto Ghosh, Secretary, Ministry of Environment & Forests on 14th October, 2004 forenoon.

The meeting has been attended by nominated experts from SAARC Countries viz. Bhutan (one expert); Maldives (one expert); Nepal (two experts) and Pakistan (one expert) apart from experts from India. While nominated expert from Bangladesh and Sri Lanka could not attend the meeting. The invited guest speakers from UNEP-RRCAP, Bangkok; NEERI, Nagpur; CII, New Delhi; IARI, Pune apart from MoEF and CPCB have also deliberated in the meeting. The deliberations in the meeting have generated consciousness about capacity building in the region to realize environmental goals as well as aims to provide impetus to various initiative and Policy measures undertaken by various SAARC Countries governments for environmental sustenance and to deal with burgeoning environmental problems. The deliberations in the meeting have been compiled in form of Proceedings comprising various presentations and Meeting Inference.

8.4 STACK MONITORING TRAINING AND VALIDATION AT DELHI UNDER CANADA - INDIA INSTITUTIONAL STRENGTHENING PROJECT

Environment Canada is implementing the India Institutional Strengthening Project funded by the Canadian International Development Agency (CIDA), in cooperation with the Indian Ministry of Environment and Forests (MoEF). An expert has been deputed to provide training to Indian scientists in taking stack samples adopting internationally recognized methods.

As part of this initiative, LEHDER Environmental Services (LEHDER) was retained by Environment Canada to conduct training and auditing for the Central Pollution Control Board in New Delhi, India from March 14 to 18, 2005. Classroom lectures were carried out at the CPCB Headquarters, Delhi. On-site stack monitoring was performed at the Rajghat Thermal Power Station located at I.P. Estate, Ring Road in New Delhi.

The major objectives of training programme were as below:

  • Review and discuss requirement for sampling of other pollutants such as Mercury, Metals, Semi-volatile organic compounds (SVOC’s) and Volatile Organic Compound (VOC).

  • Evaluation of Stack Sampling method and techniques used presently in India during field testing programme at local power station.

  • Assess utility of Stack sampling equipment for test parameters of interest and whether the equipment meets the criteria for effective stack monitoring.

  • Identify additional training requirement at Canada or India.

The training programme was attended by Technical Officials from CPCB and various State Pollution Control Boards.

8.5 TRAINING OF LABORATORY MANAGERS IN LABORATORY MANAGEMENT & QUALITY CONTROL UNDER CANADA – INDIA INSTITUTIONAL STRENGTHENING PROJECT

The Ministry of Environment & Forests (MoEF), Government of India, in collaboration with Environment Canada have created the Canadian International Development Agency (CIDA) funded project, designed for strengthening the institutional capacity, to address environmental issues of national priorities & global concern and to promote sound development.

The Central Pollution Control Board in cooperation with CPCB Zonal Office – Bangalore and various State Pollution Control Board has organized two workshops at Delhi on 24th January & 25th January, 2005 and at Hyderabad on 27th January – 28th January, 2005. The workshops focused on laboratory management, quality control principles and practices. These workshops were attended by Laboratory Managers from Central Pollution Control Board, various State Pollution Control Boards and Customs Laboratories. The team of three Canadian Expert provided seminar presentations during the workshops and had consultation with laboratory managers and scientist on Laboratory Management, quality control concepts and shared Canadian Lab management practices.

8.6 TRAINING OF UNIVERSITY/COLLEGE STUDENTS AT CPCB

During the year 2004-05, about 50 numbers of students/officials from various educational institutions, Universities, IITs and other organizations were got training and carried out various project studies in the fields of Air Pollution, Water Pollution, Bio-Science and Instrumentation at the laboratories of CPCB.
